Tom Culley stepping down as Executive Director

On October 21, 2011, Tom Culley will conclude his tenure with the Judicial Professional Employee's Union as the union's Executive Director.
Tom wishes to express his sincere thanks to the union members he has served, and the officers he has worked with, for the past 30 years. In his words,
"It has been a pleasure and a privilege to have represented the members of this professional bargaining unit."
He also wishes the newly elected officers every success as they carry the union forward during these difficult and turbulent times.

JPE's annual membership meeting will take place on Thursday, September 22nd at the Crowne Plaza in Cromwell. The principle item of business will be the election of Officer and Representatives to two (2) year terms of office in our Executive Board.

Results of the Vote

In statewide voting conducted Tuesday August 16th, members of the professional bargaining unit
approved the clarified agreement with the Malloy administration by a vote of 580 in favor to 448 opposed.
Voting will take place on Tuesday, August 16th from 10am - 2pm!

Concession Package Rejected

In statewide voting conducted Tuesday, June 21st members in positions represented by our union rejected the package of concessions negotiated with the Malloy administration by a vote of 603 opposed to 497 in favor.

Agreement Q&A Available On Video

The Sebac website, InThisTogetherCT.org, has begun posting several video question-and-answer segments designed to assist members in understanding some of the key components of the proposed agreement with the Malloy administration. In the coming days, as many as 30 segments will be posted so check the site often.
The tentative agreement is in the final stages of review before publication. It will be posted on this and the Sebac website so that our members can review it ahead of informational meetings which will be taking place over the next 2 - 3 weeks. Ratification will be by vote of the membership. You'll be advised of the date and voting locations once those arrangements have been finalized

Malloy Discussions
Please do not believe rumors that a deal has been concluded or that various concessions / give backs have already occurred. The fact is that the parties to the discussions are continuing to pursue savings through reorganization and economies of operation - savings that don't impact an employee's benefits directly. At the request of the Malloy administration, Sebac has provided numerous ideas of this sort. They are being evaluated by budget analysts and actuaries. That process must conclude before any discussion of more traditional concession topics occurs. Work That Matters Campaign
Our affiliate, AFT-Connecticut, represents state employees in the Judicial Branch, Higher Education and many of the agencies in the Executive Branch. It recently began an ambitious program of highlighting state employees and the important work they do. Members have been interviewed and profiles of them and their workplace activities created. Postcards featuring a different member are mailed to legislators on a weekly basis. In addition, video presentations by each member are being e-mailed to key policy makers. The intent is to introduce AFT members as people while educating legislators about the vital services they provide. Featured employees from our Union are Adult Probation Officer Melissa Chin-Hing and Support Enforcement Officer Colin O'Neill. The campaign will continue throughout the legislative session with a variety of activities being planned during Public Employee Recognition Week May 2nd through 6th. Membership Meeting
The 2010 Annual Membership Meeting took place on Thursday, September 23rd at the Crowne Plaza Hotel and Convention Center in Cromwell. The evening began with a reception featuring food, soft drinks and the opportunity for casual conversation. Executive Board members were available at the reception and also during the formal meeting which was devoted to a discussion of the November election and its importance to state employees in the face of the looming budget crisis. The annual meeting gives our members a chance to discuss their issues and ideas with colleagues and elected officers. The daunting issues we and other unions will face in the upcoming months make that discussion more crucial than ever.
Executive Board Members
The following were elected to two year terms on our Executive Board in an election which took place at the September 24, 2009 general membership meeting: President: Ed Conway, Vice-President: Tom O'Neill, Secretary: Geoff Gagnon, Treasurer: Colin O'Neill, Adult Probation Officer Representative: Dan Petrosky, Joe Quinn, All Other Groups Representative: Kim McKeon, Chief/Lead Adult Probation Officer Representative: Heriberto Cruz, Family Relations Counselor Representative: Deborah Kern, JD Assistant Clerk Representative: Tara Bartlett, Juvenile Probation Officer Representative: John Satti, Support Enforcement Officer Representative: Terry Ward. There was no candidate for the Family/Support Supervisor seat on the Board.
Attention Military Personnel
Members who serve in the military during wartime periods as designated in CGS.
27-103, including National Guard and Reserve members attending summer camps,
may now, according to the Attorney General, be entitled to retirement
credit for that time. Further information may be obtained by contacting the
Retirement and Benefit Services Division of the Comptroller's Office.
Scholarships Winners Announced
2010's Academic Achievement Scholarships have been awarded to the following: Andrea Daniels, daughter of Support Enforcement Supervisor Thomas Daniels; Zachary Julius, son of Support Enforcement Officer Richard Julius; Jennalee Kulig whose dad Tom is a Chief Probation Officer; Genevive Senechal, daughter of Family Counselor Celeste Senechal;and Mariah Slonski whose step father Dan Venditto is an Adult Probation Officer. Applications were received from several very qualified students. Thanks to the members of the Scholarship Committee for the diligence they displayed in reaching their decision. Mileage Reimbursement Rate
Effective February 1, 2011, the rate of reimbursement paid to members using their personal vehicles while on official business increased from 50 cents per mile to 51 cents per mile.
GPS Monitoring
Adult Probation Officers required to monitor sex offenders on weekends and holidays will receive a stipend of $ 25.00, in addition to the on-call/standby pay for which they also qualify, for each weekend worked. They will also be awarded compensatory time for the hours spent performing the service. Holiday pay, including premium holiday pay, will be awarded to anyone required to provide monitoring services on holidays. This new benefit is retroactive to July 1, 2009.
